style=\"font-size:100%;\"><span style=\"font-family:Times New Roman;\">RoHS Regulations Adopted and DVD Players with LCD\u2019s  Covered<o:p><\/o:p><\/span><\/span><\/u><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0in 0in 0pt;\"><o:p><span style=\";font-family:Times New Roman;font-size:100%;\"  > <\/span><\/o:p><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0in 0in 0pt;\"><span style=\";font-family:Times New Roman;font-size:100%;\"  >On December 29, 2006 the California Office of  Administrative Law (OAL) approved <st1:place st=\"on\"><st1:state st=\"on\">California<\/st1:state><\/st1:place> regulations implementing RoHS, and  adding DVD players to the list of electronic devices that are presumed to be  hazardous wastes when discarded. <\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0in 0in 0pt;\"><o:p><span style=\";font-family:Times New Roman;font-size:100%;\"  > <\/span><\/o:p><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0in 0in 0pt;\"><span style=\"font-size:100%;\"><span style=\"font-family:Times New Roman;\">As mandated by the Electronic Waste Recycling Act of  2003, as amended, and pursuant to section 25214.10 of the Health and Safety  Code, one of these regulations adds section 66260.202 to title 22 of the  California Code of Regulations, and became effective January 1, 2007.<span style=\"\">  <\/span>This new section restricts the use of  certain heavy metals in &#8220;covered electronic devices&#8221; (as defined in Public  Resources Code, section 42463 (f).<span style=\"\">    <\/span><\/span><\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0in 0in 0pt;\"><o:p><span style=\";font-family:Times New Roman;font-size:100%;\"  > <\/span><\/o:p><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0in 0in 0pt; color: rgb(102, 0, 204);\"><span style=\"font-size:100%;\"><span style=\"font-family:Times New Roman;\"><span style=\"font-weight: bold; font-style: italic;\">Pursuant to this new regulation, &#8220;no person shall sell or  offer for sale in <\/span><st1:state style=\"font-weight: bold; font-style: italic;\" st=\"on\"><st1:place st=\"on\">California<\/st1:place><\/st1:state><span style=\"font-weight: bold;\"><span style=\"font-style: italic;\">, a covered electronic device if the  device is prohibited from being sold or offered for sale in the European Union  on or after its date of manufacture due to the concentration of one or more  heavy metals in the device exceeding its maximum concentration value.&#8221; <\/span>  This sales prohibition, also known  as the California RoHS regulation, applies to all &#8220;covered electronic devices&#8221;  manufactured on or after January 1, 2007.<\/span><span style=\"\"><span style=\"font-weight: bold;\"> <\/span>  <\/span><\/span><\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0in 0in 0pt;\"><o:p><span style=\";font-family:Times New Roman;font-size:100%;\"  > <\/span><\/o:p><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0in 0in 0pt;\"><span style=\"font-size:100%;\"><span style=\"font-family:Times New Roman;\">The other regulation became effective on December 31,  2006, and adds portable DVD players with liquid crystal display (LCD) screens  greater than four inches measured diagonally to the list of electronic devices  that are presumed to be hazardous wastes when discarded (California Code of  Regulations, title 22, chapter 11, appendix X, subsection (c)).<span style=\"\">  <\/span><\/span><\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0in 0in 0pt;\"><o:p><span style=\";font-family:Times New Roman;font-size:100%;\"  > <\/span><\/o:p><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0in 0in 0pt;\"><span style=\"font-size:100%;\"><span style=\"font-family:Times New Roman;\">As a result of this listing, portable DVD players with  liquid crystal display (LCD) screens greater than four inches measured  diagonally are &#8220;covered electronic devices&#8221;, as defined in Public Resources  Code, section 42463 (f), and are subject to all provisions of the Electronic  Waste Recycling Act of 2003, as amended.<span style=\"\">   <\/span>Beginning on July 1, 2007, any retailer that sells or offers for sale in  <st1:state st=\"on\"><st1:place st=\"on\">California<\/st1:place><\/st1:state>,  portable DVD players with liquid crystal display (LCD) screens greater than four  inches measured diagonally, is required to collect a recycling fee pursuant to  Public Resources Act, sections 42464 et seq.<span style=\"\">  <\/span><\/span><\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0in 0in 0pt;\"><o:p><span style=\";font-family:Times New Roman;font-size:100%;\"  > <\/span><\/o:p><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0in 0in 0pt;\"><span style=\"font-size:100%;\"><span style=\"font-family:Times New Roman;\">As a result of this listing, portable DVD players with  liquid crystal display (LCD) screens greater than four inches measured  diagonally that are manufactured on or after July 1, 2007 will also become  subject to the California RoHS regulation specified in section 66260.202 in  title 22 of the California Code of Regulations.<span style=\"\">  <\/span><\/span><\/span><\/p>\n<p class=\"MsoNormal\"
